There was an agreement between the Soviets and the United States, regarding a Soviet pullout from Afghanistan. I believe that part of the agreement, was that the United States would not interfere in the internal affairs of Afghanistan. This is probably why U.S. aid to Afghanistan (and I believe that the United States was the LARGEST supplier of aid) was sent thru international aid agencies like the Red Cross.

So you see, the reason why the U.S. Government didn't DIRECTLY aid Afghanistan more, is that President Clinton had respect for International Agreements.
