pcstel--No joke. Both NextWave and the reauction bidders had a tentative settlement agreement that would have required Congress to pass a law allowing it. The bill didn't make it to the Senate floor in December because of objections from Sen. Hollings. But the main point is that both NextWave and the bidders had agreed upon a settlement. When it fell through, NextWave then said it would start using the spectrum itself, providing more CDMA services. Art
