well, i doubt the SEC is on the "take" (though i don't rule out anything that's possible), but they don't have the manpower yet. it is pretty obvious to a lot of people that you need money for schools if you want a good education system. likewise, the SEC needs real money if we are to have proper securities enforcement. Bush & Congress need to triple the SEC's budget!

On Friday, an analyst downgraded orcl. So, it's hard to say the sellers were reacting to insider's information or just to analyst's downgrade.
