The only taboo broken is the one against discussing such plans publicly. An obvious attempt to intimidate smaller countries (mostly) to deter them from using WMDs (first) and from aggression (second).

Threats only work if there's follow-through however. Scary indeed, though I can think of scenarios where I would consider using the Greater Terror.
