We don't have to produce much of our mining equipment. We only have to produce enough.
We produce less of our ore? In what way? We have foreigners here owning the mines or the ore is running out? If it's the former, in a war they won't stop producing ore or else. Because the mines are here and we can tell them what is going to be done. It's just a short ride in the pickup with the shotgun.
If it's the latter, well...then we keep producing until it runs out entirely, but that doesn't change anything as far as whether or not steel mills are a vital industry.

If it came down to it, we'd tear up the plumbing to get the steel if we had to, but we still need the plants to melt it and form it. Until there is world peace that's the way it is.
