You're saying he meant the victorious Democrats were going overboard in their criticisms of US military weakness?

Possibly, but it applies to the Republicans too if you read the campaign rhetoric of the time.

JFK said he would "dash the CIA into a thousand pieces" after his reelection. This was after he discovered the many and various plots such as Bay of Pigs he was presented with.

Some critics of the CIA think that led to his death.
