Actually that's a good question. As there are many different grades of steel, is it economic to test each piece of scrap to see what kind it is? And if you don't, can you control the quality of the final product if you melt grad A, grade B, and grade C scrap in unknown quantities?

In an integrated mill, you have the advantage of using pure ingredients.
