Answer: we need an enemy. Unfortunately, the Beltway crowd is still in the Malthusian WWI/WWII mentality of wealth and glory through petroleum and explosions. Instead, there are other more massive "enemies" we can attack as a country, that will coalesce people and projects, create massive wealth and political energy: Technical means to detect and defend against WMDs and terrorism (rather than attempting useless MAD-type defense against insane people), satellite detection of neutron radiation, transit detection of 1ppt in dangerious materials, neighborhood watch programs that integrate and inform citizens Medical "war" against disease and aging. Energy "war" to create self-sufficient fast-growth energy sources. Global "war" against ignorance and disinformation, which would put us back on worldwide internet growth track. Each of these is a nice, big trillion-dollar effort that can make lots of people and politicians rich. But imagination is lacking.
