The possibility of first use in NATO has always meant that if a conventional attack was overwhelming, it was conceivable that we would use tactical nukes. In other words, for a long time, it is has been an element of contingency planning to use tactical nukes in a previously conventional conflict. So far, it has not occurred, but it is there. Whether or not Saddam has nukes (at this point more a matter of surmise than anything else), he does have weapons of mass destruction, like SCUDs with chemical warheads, aimed at Israel and Saudi Arabia, among other places. The point is probably to put him on notice that if he plants one in downtown Riyadh or Tel Aviv, we will send a tactical nuke into his headquarters, and he can have a real test of his bunker's survivability........
