Looks to me like a website that, despite having very few posts (like 200 total?), could actually make a profit since they're using inexpensive off-the-shelf software that can run on an inexpensive machine in its spare time. It's software I personally don't like and it doesn't offer much in terms of scalability, but it's quite functional and is arguably the best choice for a site that isn't trying to be enormous.
