This presumes a right answer exists if only we had the resources to find it. I think the law of unintended consequences will overwhelm our human cleverness every time in these kind of situations. So looking for it is not (usually) very productive (imo).

why not? almost all the other participants in these debates are hypocrites if held to your standard, no?

but i'd argue that the debate itself is futile. Why argue about the "best" method of supply when the issue is actually about demand? (Because we are equally inept (and more uncomfortable) with social engineering.)

It is always easier to build a dam. Plus you get that ribbon cutting ceremony to celebrate.
