When is the war won?

The answer is not so obvious, and might never be. It might be a very long war that won't have a clear end. It might be like the Cold War. It might be like the Korean War (technically never ended).

Why is it so hard to answer? Because until there's perfect information about the opponents, and there may never be, we won't know how many are left or what their intentions are. So long as there is one cell out there with the capability to deliver a WMD, it might go on and on.
