Sure they do, look how much the DEA budget has solved the drug problems.

The comparison is meaningless. Other nations do not have our commitments. We have supplanted the British in guaranteeing freedom of the seas; act as proxies for Germany and Japan in maintaining balance of power arrangements in Europe and East Asia; continue to have security commitments in the Korean Peninsula, the Straits of Taiwan, and the Phillippines; and are the stabilizing power world wide. Notice the effectiveness with which we have combatted terrorism through military might in Afghanistan. We are not either/or: terrorism is partially disposed of as a military problem, if we are to be pro- active rather than wait for the plutonium bomb in Times Square; and terrorism is not the only threat, in any event. We do have to fear the activities of Iraq and North Korea, for example, and we oscillate between cooperation and rivalry with the PRC.
