The confusing thing about this whole episode is that high level public contacts typically aren't supposed to happen until there's some basic understanding reached beforehand. This time around there seem to be so many cross purposes at work, it's hard to see what the Bush administration thought was going to happen. If it were Clinton, or if there were less seasoned people than Cheney and Powell involved here, the current devolution might be more understandable. All I'd venture is that if things are going according to script, it's one very clever and inscrutable script. Perhaps a bit too clever, if that's what's going on.
