I am even more gullible than you imagine. But beyond that, it doesn't matter, to me, that they give money to the families of suicide bombers. What's important is that they are able to recruit suicide bombers. I mean, you could offer me $100-billion and I wouldn't kill myself for any reason. I want to live, I have something to live for. I don't think you could convince my young son either. Obviously that is not the case for many young palestinians who give up their lives for $5,000 or $10,000 or whatever number you wish to provide. Perhaps if I was an impressionable 19 year old palestinian and I had recently seem my sister the nurse shot dead in an ambulance and/or my house bulldozed and/or my friend shot dead at a checkpoint protest, I could be desparing enough to say this life stinks, as I look up the hill at the expansion of a castle-like settlement, maybe my death will lead to something better for my friends and family. It's not the money, imo, that motivates these young people to suicide, it is despair.
