This works for me.
"NoAds stops Internet popup ads from getting in the way of your web surfing. NoAds is fully configurable, allowing you to specify which ads you want to be destroyed automatically. It supports most popular web browsers, including Microsoft Internet Explorer, Netscape Navigator, America Online, and Opera. The program is very easy to use, and stays running in the system tray for quick access."

Ken

Popup Killer works for me.

A thread search will probably find other popup stoppers that have been discussed on the thread. Most popups are java based so another way to prevent them would be disabling java.
