Didn't Clinton hastily and unilaterally impose higher efficiency standards on carmakers as part of his sweeping 11th-hour Executive Fiat, which had the desired political effect of simultaneously making it look like he did something (in retrospect) and making sure the economy didn't have to live with the deleterious consequences during his watch?

Clinton seems to have done that in a lot of regulatory areas, particularly environmental, without the usual debate or disclosure; fuel efficiency standards were only a small part.

If you're purportedly interested in research, I would hope that you would do the whole story, not just the part that supports your views. Otherwise people might get the mistaken view that you're with academia or the media instead of just seeking truth and justice. <g>
