Depends on what the definition of "all" is. All could mean none if spoken by the right person.

In normal English usage, "all evil" means "100% of evil". It is not a tricky thing........

It is amazing that weak minded folks pick a true statement apart and try to change the meaning and refuse to accept clarification. Then sneak around to each with hehehe dribble. I learned a lot about Neo today, I learned that his elevator is short several floors, I had thought previously that he was intelligent, but this exchange was pure nonsense.

"What makes you think that "all" evil refers to a quantity of 100%. "

It depends on what the definition of "is" is.
