I'm assuming the market is pricing out the bubble volatility of 1998-2001.

However even by historical standards the VIX is awfully low. I can't find any pattern on the VIX that makes the market bullish, unless you say that a continuation pattern will exist on the VIX until the fast stochastics crosses over to the upside.

I'm probably not understanding your VIX/HistoricVol(OEX) indicator properly. I do think the market indices themselves look ready for a mild bullish pattern and today's end of month markup may be a good time to start. I think that any bullish pattern here lasting more than a few days will be met with a VIX reversal and a strong selloff.
