I bet you would have said the exact opposite during NAZ 5100. You would have been clueless to what was about to happen cause all the articles during that top were bullish bullish bullish and spending was going up.

What has changed is that:
#1 - we had capitulation in telecoms,
#2 - Two of the biggest bears I know have called the bottom in cap ex declines during this quarter or next, with cap ex recovery starting during the 3rd quarter. Since wall street prices stocks 6 months in advance, this is the time to get in the sector IMO.

If you think this or next quarter is not the bottom for telecom spending, then do accordingly. But you may want to listen to JNPR's CC first and try to figure out why JNPR after issuing a huge warning, they rocketed.
