Just now incumbents are selling their assets and dumping foreign telecom operations they bought during the spending spree of the 90s' There is still some capitulation to be done. #2 - Two of the biggest bears I know have called the bottom in cap ex declines during this quarter or next, with cap ex recovery starting during the 3rd quarter. Since wall street prices stocks 6 months in advance, this is the time to get in the sector IMO. Nope. You've got to wait and see what the bankers want to do with the likes of NT and LU.
