<There is a fourth option...>

And a fifth one: one people could decide to give in and move to a sparsely populated area of another country - the Palestinians to Saudi-Arabia or the Israelis to USA/Canada. It would temporarily be perceived as "weakness" of the leaving people but would probably save a lot of lives.

After WW II twelve million Germans were displaced. The nation coped with it and moved on.

This is not an outcome, this is a process leading to an outcome, of the three cited above, and frankly, the longer this thing continue, the lesser chance there is a Palestinian State will emerge. Someone better tell Arafat that "Time is not on his side".

In which case Arafat wins, Steve, because the Israeli economy probably cannot afford to be on full terrorist alert, with reserves called up, for very long.

Naturally, this is part of Arafat's strategy. The ony way to beat the strategy is to deal with him on the West Bank settlements and accept the Saudi plan or engage in a wide scale military action against the Palestinians which may or may not be succesful.

The negotiation option is not a good one either because so long as Arafat is alive, the unstated yet obvious goal of the Palestinian leadership is to drive Israel into the sea.

Rock and a hard place.
