Those were exactly the things that I wanted to make sure were in place.

Instead of spending a bunch of money on teaching people how to marry and stay married, the Administration would be better off teaching them about parenting. Not that I'd approve of that expenditure or that governmental intrusion, but at least it would directly address the problem.
