Why would sending Arafat into exile, by itself, be any more effective than having him under virtual house arrest, with tanks in the parking lot, as has been the case for months now? Other actions the Israelis are taking may have some effect. My impression has been that the suicide bombers were always primarily Hamas / Hezbollah types, and not particularly under any direct influence from the PA. As for making bombs, setting off dynamite isn't like building a nuke or something. These aren't precision engineered munitions. I think you overestimate the "organization" required, aside from which, as above, there are other organizations than the PA capable enough in that respect.
