Bush did have time to end the FBI investigations into Al Qeida thereby turning a blind eye to 9 months of preparation.

That's almost 20% of his term of office. We realize he couldn't pronounce bin Laden's name when he was sworn in, but there must have been some secret committee scripting him. How much time do you think he should have had?
