He probably meant fewer instructions per clock than the Athlon XP. That would make more sense, given the 20-stage pipeline, etc.

Funny how a salesman can make anything sound good. Kind of like saying "The good thing about this car having such small wheels is that it doesn't have to travel so far on each revolution"

Well, read the whole paragraph and see if it makes any sense to you. AMD never claimed that IPC is the only thing that matters. AMD clearly stated repeatedly that performance is clock speed x IPC. So the Intel PR rep is disputing something that AMD never claimed.
