That is not "backing up".
Modern medicine allows individuals to survive and breed who have severe defects and serious genetic diseases. Previously most of them would have died before reaching breeding age. Now the damaged genes can survive and spread throught the gene pool.

So having more kids born with Down's Syndrome or no arms and legs "will be an asset to the preservation of the species."?
