if you wish to be somewhat complete here you need to note that the Israelis did not stop building out the settlements during this period

I fully agree that future settlements need to be stopped and that a political solution needs to be made concerning the existing ones.

The settlements are no excuse for the homicidal bombings. They are also no excuse for the abject failure to negotiate in good faith at Camp David II. The Palestinians were close to getting what they wanted, yet they turned their backs on a peaceful political process. What we see now is the direct result of their leadership's intransigence.
