Sorry Eric, I could not find any reference to the Saskatchewan Wheat Board in you links.

Even if one did exist it is a little difficult to understand how it could control the price of wheat.

According to your own link to the University of Saskatchewan, Saskatchewan exports 90% of 11.5 million tonnes of commercial production. World production of Wheat is near 600 million tonnes.

However, the kid that runs the gas pumps at the local co-op store and I have decided to set up a Saskatchewan Wheat Board with the objective of setting the world price. There is only the two of us for now and he vetoed the idea of making you an honorary member.

We will be looking at getting a table at the Chicogo commodities exchange. For now we will just be setting up a web site and publishing the official world price once a week. Look for us here in the near future.
