I don't know about that Jim, XCR has hit the nail on the head, as these cultures are so unlike our own it is amazing.

My wife used to teach at the American Univ. in Cairo, and even she had to pay a bribe (beksheish) to get course supplies. It is much worse in the lower grades.
This is the normal course of things all over the Middle East, nothing out of the ordinary. She even had to pay off her doorman to get her mail.

So, this type of corruption is deep seated, accepted, and will never change, and forces the lower classes to send their children to the Muslim schools, from where they get the radical ideas implanted at the earliest ages.
That is the root cause. (Egypt has a supposed secular govt)
