Because they've been told by the Arab leaders that if they touch one hair on his head, there will be all-out war. They'd like to steer clear of that, if possible.

It seems the strategy, at least as it pertains to Arafat, is to keep him in one place while trying to prove to the world that he's a murderer. Unfortunately, the Arabs regard his brand of murder as freedom fighting, so I don't think Israel will be able to avoid war with them.
