Bill Clinton would not have won either, if it was not for Ross Perot's interference. Assuming your argument holds water, Gore's inability to defend himself shows a tendency to hesitate when action is necessary. I'm absolutely convinced we would still be debating what action should be taken about Sept 11, if indeed he was elected in 2000.
In the meantime, we would be cleaning up a number of ground zeroes around nuclear power plants.
