No one understood the deregulated energy market but the people who invented it, primarily Enron. Grey Davis and Clinton were both in the dark and didn't know what to do. I believe the Enron system was created to be intentionally so byzantine that regulators and politicians could never understand it. I have still never read an article explain how it works. But whatever the tricks were, they were dirty, deceitful and benefited the friends of Bush. Bush and Cheney not only went along with the manipulated energy crisis, they were part of it and it helped put them in office. They received many millions too from the windfall profits gouged from consumers.
