"Where did the money go?" $2B divided by 5 years is $400 million per year -- about a tenth of what goes to Israel. As for where it goes, we write a check to Israel and they spend it as they like. Money to Palestine is called "tied aid" -- meaning it is spent by us, the US, on US subcontractors to do projects like build buildings that have now been bombed. We don't "give" any money at all in the direct sense -- are you really not familiar with this?
