Actually the CIA has been forced to cut back on black ops ever since post-Watergate days. Reagan brought it back, then it was cut back again. The problem was the CIA was over-stepping their bounds in El Salvador, with Iran-Contra, laundering money and actually doing drug business. We can let the rogues back out of their cages but they cannot be allowed to turn into mass-murdering criminal terrorists themselves. Delta Force might be a better option. But they too need intel and some sources will have to be shady in that shadow world.
