The thing about the Clinton Administration is that they were strong on many things but knowledge of the oil business wasn't one of them. They relied on the Petroleum Institute for figures and the PI lied to them whenever they wanted to. In the midst of the Cheney speeches about 1700 new power plants the supposedly non-partisan PI was touting the same thing plus the Enron-modeled energy dergulation for the ENTIRE WORLD. The PI told Clinton we can expect a shortage for many years to come. Then as soon as jeffords switched parties all of a sudden we had TOO MUCH energy. It was the most massive attempted (and partially successful) ripoff power grab scheme in history and Clinton-Gore were too naive then to notice. It was also one of the biggest most expensive lies ever told the American people by its President and Vice President. Complete with a PAC soft money funded smear cover-up campaign of "information ads" paid for by Enron, James Baker and friends that blamed the energy crisis on everyone but themselves.

This is what happens, my friends, when too much power is given to a small group of close powerful cronies, in this case the Texas energy bandits.
