American Spirit,

Are you trying to say that the Clinton Administration would rather listen to the Petroleum Institute than their own DOE? Or are you saying that Federal Agencies like the DOE, the FERC, and State Agencies like the CEC and CAISO, didn't do any of their own research, but just used industry data? The job of the Federal Government, is not only to regulate electric power markets, but is also one the largest (and probably cheapest) producers of electricity in the country (hydroelectric).

The Cheney plan, I believe, took the average increase of electric power consumption the United States had over the 80's and 90's and used those figures to come up with how many plants (300MW) would be needed to be built over the next 20 years. I believe the plan also assumed that old inefficient plants would be replaced with more fuel efficient electric power plants.
