It doesn't happen, there is too much advantage to be reaped by violating it. if ANWAR is explored, the issues will have been well- ventilated. I saw no reference to the amount of compensation that would be returned to the American people in any of the debates. That is not well ventilated to my thinking. Smoke and mirrors and alarms appear to be offered as reasoning. TP
