in most states the state leg and gov agree on how much to budget to each district. dont be so naive about districts setting salaries.

And hey, you can't say local communities deserve all the blame, then not give them the credit either. You're saying the state government has nothing to do with public schools? Then why does Bush claim so much credit? And none of teh blame? Can't have it both ways.
