There is no reason to think that the departments are run as badly as you say. Your argument begs it's own position, you say that if things are bad they should be stopped and then conclude that they should be stopped without determining that they are bad. I submit that some of government laws, regulations, and regulatory bodies are bad. That doesn't mean that government doesn't do a lot of good but I think you would have to be blind to think that no regulation is ever counterproductive or irrelevant or unnecessary or more harmful then the problem it is trying to solve.
