The theory is (and I agree it is true), Arafat is funding and supporting terrorists to get Israel to launch a raid like they have to bring in world opinion against Israel. Arafat believes he will get a better deal with the UN.

So far his plan is failing. Though many are protesting,
no allies have really come their aid and the US polls show 41% support Israel, 15% support Arafat.

The Israel raids were a great success with key Hamas
leaders arrested and important intelligence gathered.
I was worried the pundits would be right and Israel
would get into a Vietnam senario. (BTW Vietnam
recently was working out trade deals with Iraq.)
The Powell trip worked perfectly for the US, IMO.
The pressure was taken off the US, and Arafat did not
gain new life.

IMO history will show Bin Laden and Arafat have made major mistakes by devising their terrorist strategies.
