Now that much of Arafat's infrastructure is in shambles, and perhaps, most of the public infrastructure as well, ie sewage, medical, fire, school... How about a Marshall type plan. Or something like with Japan at the end of WWII or as with Germany after the war. Would it possible for an international body, or something, to step in and create a constitution for the Palestinians, one that included land reform. Give every PA person title to an acre or two of land or a house, apartment, something. Entitle them to have equal rights, one person one vote, a constitution and land reform, and tie it all in to serious economic aid. Whataya say?
