I did not know that. I seem to recall that during the communist era, Russia was very wasteful with natural resources. THe inside of the country was shielded from outside world, and the prices for gas were very low. Albert could probably comment more.

On the other hand, cars were a very expensive item in Russia, with few people able to afford them, so the demand was limited that way.

And I have to admit, the heat stays closer to 60 than 55. ;~))

My wife and I have different preferences, she prefers much colder temperature than I do. So under your proposal, the amount of suffering (or discomfort) inflicted would not be equal <g>.
