Let's put your foreign aid story in perspective.

First, many have been talking about $3B in foreign aid, and it is only $2B. As for the defensive R&D outlays, there are a few very important issues. First the cost of living, and R&D capabilities of Israel in many of these areas make it a very compelling place for the US Military to invest some R&D dollars. They get top notch scientists for pennies on the dollar, very strong technical infrastructure, and a partner who won't shop the technology without our approval. All these things make these expenditures fiscally sound and are NOT foreign aid.
