As Bernard Lewis has pointed out, Islamic societies have, and have had for a long time, a problem disseminating new discoveries. If the society does not disseminate discoveries, it doesn't matter how many men of genius you have or how many discoveries they make. Lewis pointed out that it has recently been discovered that a thirteenth century Syrian physician figured out the vascular motion of the heart, something that Harvey figured out for the West over three hundred years later. However the Syrian's discovery was never disseminated, but Harvey's was.
