Did I say all resources; I was talking about oil.

Isn't the use of natural resources in the USA tied directly to economic output.

Once again, if you mean oil, in part but in part its used for other things like heating and transportation etc. which are indirectly involved or not involved at all in economic output.

If the USA appetite is "insatiable", why wouldn't we use ALL available resources ??!!

I am not sure what connection your question has to the word, insatiable......insatiable means never satisfied, and not.....using all the resources.

Do you believe the USA should use the same resources

It should have no effect if done correctly. However, when imposed without warning like in the '70's, it can have harsh economic repercussions.
