Well, to smash the drug cartels, yes it would have to be adopted by the USA and European countries at least.

If one country...say the UK... adopted a legalized, government controlled drugs program, and it became successful, then other democratically elected governments would follow over time.

It would have to be demonstrated that addiction rates fell, drug related crime reduced, and illegal drugs stopped as a result of the program. These objectives could be measured fairly accurately imho.

In the UK, the authorities already give out free needles to reduce HIV and other infections amongst drug users.
