We do know that the stop order came directly from the White house. It was either clintoon or shillary...which do you think??

The only IF is clintoon was worried about his own ego and IF his polls might slip.. Otherwise the mission should have been completed, whether or not the terrorist was on the boat. They had more than enough info to suggest he was there....but you know yer boy....
