Actually, I rely on Hobbes. The right to self- defense is inalienable, because to surrender it would contradict the rationale according to which we submit to the sovereign. Self- defense includes one's person, property, and dependents. Anything which is reasonably used for self- defense, like a rifle or handgun, should be readily available. Only items like tanks that exceed the parameters of private self- defense are excludable.......

Well, in the US I understand there is such a right. Depending on how you define 'militia', and what you understand by 'well-regulated', anyhow ;-)

Which might be relevant considerations if it was a right of the militia rather then the right of the people.

But if you want a good definition of who fits in the militia you could look at 10 U.S. Code 311

Section 311. Militia: composition and classes

(a) The militia of the United States consists of all able-bodied
males at least 17 years of age and, except as provided in section
313 of title 32, under 45 years of age who are, or who have made a
declaration of intention to become, citizens of the United States
and of female citizens of the United States who are members of the
National Guard.

Or you could look at what the militia was during the time the constitution was put together. It was people with their own private weapons who where called up or volunteered for service.
