pull in more buyers into the recovery story..followed by the big drop

The idea is to reduce the level of risk people associate with investing in equities. Right now the perception is equity investments are extremely risky. With 6% up in a day, like the bubble times, they want to increase the pool of investors that would get comfortable with LTBH. They need to their money in tech stocks to shave them in the fall.
